The tool may be found at C:\softdial\aculab\bin\sysdiag.exe. On starting the application, you will see the following command line window (Fig. 1):

You may see some values in the Bipvios/ Faserrs/ Sliperrs fields or some errors listed in the LineStat box but these may be left over from a previous error e.g. on start up. To check this go to CallLab / Card Manager / Port statistics and click Reset Port. If these go away and stay away, then all is well.
In the Layer 2 statistics (L2 State), you should see a line of 1s (either 30 for E1 connections or or 23 for T1). This indicates that
There is an exception to this: in the case of CAS (Channel Associated Signalling) type protocols the indicators will remain at 0 because for CAS protocols the channels are all used individually with no overall control, as if they were 24 individual telephone lines.
